When reporting email spam, many people only report it to those responsible for the IP from which the spam was sent and the hosting providers for any domains or URLs used in the spam.
Sometimes this is enough with either the ISP account or hosting account being closed if the providers are not spam-friendly. But if they are spam tolerant it can be a frustrating process of repeated reporting and escalating to upstream providers to finally get someone to act.
Consider looking up the domain registrar for any domains used in the spam and send them a copy of your reports. You may be very surprised at the reaction of some registrars that have a strong policy about customers that send spam. DomainSite.com and PublicDomainRegistry.com are two domain registrars that have confirmed they will suspend the domains of customers shown to be spamming.
